    IRCC will introduce biometric fee exemptions changes to the GCMS
    On November 13, 2020, Immigration, Refugees and Citizenship Canada (IRCC) announced the upcoming changes for the Global Case Management System (GCMS) related to the system’s ability to accept partial biometric enrolment. This functionality is not available for Biometric Collection System. IRCC has also updated the Biometric exemptions page and included a table outlining the new biometric cost recovery codes.

    Canada made clarifications on the temporary status restoration policy
    On November 13, 2020, Immigration, Refugees and Citizenship Canada (IRCC) released a new clarification of the temporary policy for status restorations for temporary residents whose status has expired and they are stuck in Canada due to COVID-19 travel restriction on international travels. IRCC allows status restoration until December 31, 2020, only to those foreigners, who had valid temporary resident status on January 30, 2020, and whose status expired after that date. Those who arrived in Canada after January 30, 2020, are not eligible for this temporary policy procedure.

    Immigration Department expanded measures for paper-based PNP applications
    On November 13, 2020, Immigration, Refugees and Citizenship Canada (IRCC) expanded the temporary measures for paper-based Provincial Nominee Program (PNP) applications for business, entrepreneur, and self-employed provincial streams. Provincial and territorial authorities may request IRCC to put paper-based PNP application to be placed on hold in the cases when applicants have experienced a job loss as a result of the COVID-19 pandemic. This policy is implemented for a period from September 17, 2020, to November 17, 2020. The processing of such applications may be put on hold until March 17, 2021, until the province confirms the resumption of the nomination support.

    PEI to introduce changes to PEI Express Entry stream
    On January 1, 2021, Prince Edward Island Provincial Nominee Program (PEI PNP) will implement several changes for program eligibility in the PEI Express Entry stream for international graduates. The holders of the Post Graduate Work Permit who graduated from the Designated Learning Institution outside the province will be allowed to apply for the nomination of the Prince Edward Island if they gain nine months of work experience with the PEI employer. In addition, such candidates must have their PGWP valid for at least four months prior to the expiry of the permit before the submission of the profile to the PEI Expression of Interest.

    Quebec introduced the Arrima-related employer portal
    On November 5, 2020, the Quebec Ministry of Immigration (MIFI) introduced the employer portal – a new tool for Quebec employers that will help them to find proper candidates among foreign nationals wishing to immigrate to Quebec. The portal allows employers to select candidates in the Arrima selection system and will advise them on the appropriate immigration program. Employers will first need to register in the system in order to review candidates. Quebec intends to admit up to 47,500 newcomers in 2021.
