Canada has extended open work permit eligibility for Provincial Nominee Program candidates (PNP Candidates), updated LMIA processing times, increased immigration enforcement actions, and added 67,000 new jobs in October 2025. Here’s what newcomers and workers need to know.
Canada Extends Open Work Permit Policy for PNP Candidates
Immigration, Refugees and Citizenship Canada has extended its open work permit policy for certain foreign workers in Provincial Nominee Program (PNP) expression of interest pools until December 31, 2025.
This policy enables eligible foreign nationals currently working in participating provinces to obtain open work permits valid for up to two years, provided they secure a provincial support letter.
Originally scheduled to end in late 2024, this program continues with Manitoba and Yukon remaining active. Alberta has withdrawn; however, workers who secured support letters before the end of 2024 are still eligible under the extended provisions.
Foreign workers waiting for permanent residence may benefit significantly from this policy, gaining flexibility while their applications are under review.
